Papermaker Pond – A stormwater management project
Construction will begin in early fall of 2025 on a new stormwater pond in the Sunset Beach area. The project is being completed to meet Wisconsin Department of Natural Resources standards for managing and mitigating the impacts of stormwater runoff. The pond will help reduce flooding and improve water quality by slowing stormwater flows and allowing sediment and other pollutants to settle before the water reaches the Fox River. In addition to the environmental benefits the material that is dug up will be used to berm and create a more natural, prairie style environment around the stormwater pond and the swimming facility.
The pond will be located north of the Sunset Beach Swimming Facility in an underused area and will collect runoff from the neighborhoods west of the project site. Advance Construction Company has been awarded the contract for this work.
A Public Information Meeting will be held on Tuesday, September 23, 2025, from 5:00–6:00 p.m. at the Municipal Complex in the Council Chambers located at 515 W. Kimberly Avenue.
Kennedy Ave from Railroad Street to the East
A highly anticipated project will be a diamond grind and panel replacement of Kennedy Ave, from Railroad Street going east. First, cracked panels and crosswalks will be replaced throughout the corridor followed by a diamond grind of the entire roadway. The diamond grind will smooth out the ride of the road and extend the life of Kennedy Avenue for many more years. As lane closures are made, updated detour maps will be posted to the Village’s social media.
Sidewalk Reconstruction
2025 will see the return of the sidewalk reconstruction project. Hazardous sidewalks within the 2025 area will be either be replaced or have the trip hazard sawed off. Both options are utilized to provide the best use of budget dollars to maintain a safe walking corridor. Please view the 2025 project area map here. Marcella Street Trail
The Village of Kimberly was awarded funding through the Transportation Alternatives Program (TAP) by the Wisconsin Department of Transportation. This multimodal trail connection will link existing infrastructure at Kennedy Avenue and Cobblestone Lane with a concrete trail along Kennedy Avenue all the way to Kimberly Avenue along Marcella Street. The project is scheduled to begin in April 2025 with a final completion of October 2025.
The final phase of the Kennedy/Marcella Trail project is set to begin on Tuesday, September 2, 2025. This includes the replacement of the railroad crossing at Marcella Street and the final paving of the trail crossing. It is required by the Wisconsin Department of Transportation that a full road closure and detour of traffic shall occur. The detour and closure shall remain in place until the road and trail crossings are complete.
Marcella Street will be closed at the railroad tracks. A detour will be in place directing traffic to utilize Kimberly Avenue to Railroad Street for access to the north and south sides of Marcella Street. See the attached map. PLEASE NOTE: This is a full closure of Marcella Street only at the railroad tracks. Traffic looking to cross the railroad tracks MUST use the detour route.
It is anticipated that the detour will be in place from Tuesday, September 2nd through Friday, September 26th. Detour map can be located here.

A Public Information Meeting is scheduled for April 10th, 2025, 5:00 p.m. as a pre-construction meeting. The meeting agenda is posted here. The trail project is scheduled to begin April 21st.

Reconstruction
There are no streets budgeted to be reconstructed this year. The Village plans out many years in advance by identifying roads and utilities, i.e. water and sewer, that need to be replaced due to age and defectiveness. The following is what is currently scheduled for the next few years. The year of construction is subject to change depending on the budget and infrastructure needs. Please click on the maps below for details on currently scheduled projects including Schindler Drive in 2026, Paul Drive in 2028, and Roger Street in 2029.
